Goal

How to apply discount based on the Year start date to Customer Order date [YTD]?

For example:

If a sales order is created between the price range $0 - $ 1000 during the period between Jan 1 till - March 5 (assuming March 5 is Order date), its next order qualifies for 0% discount. And if a sales order is created between the price range $1000 -$49,999 during the period between from Jan 1 till - March 5 (assuming March 5 is Order date), its next order qualifies for 5% discount, and so on, as shown below:

  $250,000 and over 10%

Is there an out of box functionality to apply YTD discounting? If not, is there any workaround possible to achieve this?
