Configuring ODICS on OCI Results in "Cannot connect to Node Manager. : Connection timed out" (Doc ID 2533121.1)

Symptoms

NOTE: In the examples below, the names represent a fictitious sample for clarity. Any similarity to actual environments, past or present, is purely coincidental and not intended in any manner.

After configuring Oracle Data Integration Cloud Service (ODICS) on Oracle Cloud Infrstructure (OCI), connecting to the Admin Server results in the following error from the WebLogic Scripting Tool (WLST).

wls:/offline> nmConnect('weblogic', '*******', '<HOST>', '<PORT>', '<DOMAIN>', '<DIR>/<DOMAIN>')
