Configuring ODICS on OCI Results in "Cannot connect to Node Manager. : Connection timed out"

After configuring Oracle Data Integration Cloud Service (ODICS) on Oracle Cloud Infrstructure (OCI), connecting to the Admin Server results in the following error from the WebLogic Scripting Tool (WLST).
