Symptoms

On : 11.13.19.01.0 version, Global Payroll

When attempting to terminate employee, the approved termination request is still in Pending status.
Support analyzed the SOA instances for the affected transaction and found the error documented bellow under ERROR chapter.
The error was addressed/ fixed by the user in the affected instance.

Client received SOAP Fault from server : JBO-29000: Unexpected exception caught: oracle.jbo.JboException, msg=JBO-29000: Unexpected exception caught: oracle.apps.fnd.applcore.messages.ApplcoreException, msg=JBO-FND:::FND_GENERIC_MESSAGE: The message is ORA-20001: The employment level entered is not eligible for the element Gratuity Processing on 2019-03-31. Details: You cannot grant the element to the payroll relationship, terms or assignment unless it meets the element eligibility criteria and has an element costing record. Ensure that a suitable element costing rule exists for the element, and that the eligibility criteria for a person matches those defined on the costing rule. Approved Termination Request being in Completed Status.

STEPS

The issue can be reproduced at will with the following steps:
1. Initiate Employee Termination;
2. The Approved Termination Request is Still in Pending Status;
3. The Transaction can not be found under Transaction Console only by SQL querying.
