Merges are going to rejected status due to agreement rules. No reason is given on the request for being rejected.

STEPS

The issue can be reproduced at will with the following steps:
1. Sign-on to Sales Cloud application
2. Navigate to Customer Data Management > Duplicate Resolution
3. Create Resolution Request
4. Run Request Dispatch Job task
5. Merges are going to rejected status; no reason is given on the request for being rejected
