Workflow Email Notification Not Being Sent To The Contact Specified In The To Address Field (Doc ID 2533644.1)

Symptoms

On : 11.13.19.01.0 version, Service Request


The customer has created a Workflow with the following script to send to a notification when the SR status is changed to 'In Progress':

if (isAttributeChanged('StatusTypeCd') && StatusTypeCd == 'ORA_SVC_INPROGRESS'){
return true;
}

For the To Address field on the Email Notification, the 'Primary Contact ID' was selected as the recipient. When changing the Service Request status from New to In Progress, the primary contact on the SR is not receiving the email notification.
