HDL Error: Not Able To Revert Back Assigned Payroll Changes (extend/ assign payroll period when another active payroll is present) (Doc ID 2533850.1)

Symptoms

On : 11.13.19.01.0 version, Global Payroll

When attempting to rever back AssignedPayroll records of an employee by HDL,
the following error occurs:

ERROR
-----------------------
"The worker already has an active record for the XXX Bi-Weekly payroll in the future."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee has AssignedPayroll records as follow;
Object EffectiveStartDate EffectiveEndDate PayrollDefinitionCode
AssignedPayroll 2019/01/01 2019/01/15 YYY Bi-Weekly East
AssignedPayroll 2019/01/16 4712/12/31 XXX Bi-Weekly
2. When we are trying to revert the assigned payroll to "YYY Bi-Weekly East" through HDL we are not able to do so.
