PBCS/ EPBCS: Lock or Send Data does not Work (Doc ID 2534169.1)

Symptoms

User is able to lock and send data to the primary Planning cube only. The secondary BSO cube (which would normally be the Fcst cube) is failing on the lock and send. But the weirder part was that it was showing data at the intersection that is sent to the primary cube while connected and refreshing the secondary BSO.
