Can't Get Data From SOAP Web Service. Getting ORA-29259 With PL SQL Client On 11g DB (Doc ID 2534254.1)

Symptoms

Can't get data from SOAP web service. Getting ORA 29259 with PL SQL client on 11g DB.

This happens on an already built PL/SQL client on 11.2.0.4 DB for a SOAP web service created on the OIC platform using the UTL_HTTP standard package based on this link (https://docs.oracle.com/en/cloud/saas/procurement/19b/oeswp/invoking-soap-web-services.html#Database).

When trying to get a response from the web service, the UTL_HTTP.BEGIN_REQUEST function throws the ORA-29259 error although the web service gives a correct response when a SOAPUI client makes a request.

The ACL and SSL Wallet workaround was implemented before trying the PL/SQL script.
