Symptoms

On : 11.13.18.10.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Unable to add custom action to the Contact Landing Page Layout.

EXPECTED BEHAVIOR
-----------------------
Expecting to be able to add custom action to the Contact Landing Page Layout.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign-on to application

A.Create the Action
1. Navigate to Configuration > Application Composer
2. Expand Objects > Standard Objects > Contact > Actions and Links
3. Select Actions > Create (or the Create icon)
4. Enter Display Label, Name, Type=Action, Source=Script, After the Script Runs=Save the record and return to the previous page. (or Save and edit the record.)
5. Select the Method Name
6. Click the Save button

B. Add the Action
1. Expand Objects > Standard Objects > Contact > Pages
2. Edit custom Landing Page Layout
3. Edit Contact List Table
4. Under Configure Detail Form: Buttons and Actions, the new action is disabled under Available Buttons and Available Actions

Due to this issue, users cannot able to add custom action to the Contact Landing Page Layout.
