Adding Item to Cart Throws Error 28129 "Product/sku <ProductId> not found" (Doc ID 2534298.1)

Symptoms

When attempting to add an item to the cart from a PDP page the following error is seen in the developers tools network tab on the /prices call:

If the customer add the request header "X-CCPriceListGroup=<Non-default price group Id>", then the API can create an order.
