Cannot Create Manufacturer In Product Development (Doc ID 2534624.1)

On Fusion Product Development: 11.13.19.01.0
When attempting to create a new manufacturer, the following error occurs.

-- Error
You cannot assign the usage MANUFACTURER because it can only be assigned when creating relationships (HZ-120361).

-- Expected Behavior
The customer expects to be able to successfully create manufacturers from within Product Development

 -- Steps
The issue can be reproduced at will with the following steps.
1. Product Development
2. Tasks Panel
3. Select Create Manufacturer
4. Provide Manufacturer Name and Description
5. Select Save and Close
6. Error Occurs

The issue has the following business impact:
Due to this issue, users cannot manually create manufacturers
