Sales Cloud for Outlook - Unable to Load the User Profile Due to an Unknown Error (Doc ID 2534672.1)

Goal

On : NA version, Microsoft Outlook

Oracle Sales Cloud for Outlook stopped working today for all users.

In the icon in system tray it says:
Reload user profile

When you click on it, error appears:
Unable to Load the User Profile Due to an Unknown Error

In two-three different machines of different users already I tested:

Completely uninstall the application
Delete the profile folder in %appdata%
Delete the FORM folder in %appdata%
Delete the registry keys in regedit for Oracle Sales Cloud
Download the latest version from the web application
Reinstall
Issue appears again.
