ACTUAL BEHAVIOR

approval goes to an invalid rule
EXPECTED BEHAVIOR
-----------------------
approval should go to the active legal employer
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create an approval rule
2. use a legal employer A
3. Create another approval rule and use an inactive legal employer
4. now if you raise a transaction you will have a conflict because the if condition is matching
