Goal

On : 11.13.18.02.0 version, Performance

It was noticed that the GetContact Service in SOAP times out sometimes after the upgrade to Release 13

We have tried using both the .crm and .fa links.

NOTE: The REST call with (https://<pod>.fa.<dc>.oraclecloud.com/crmCommonApi/resources/latest/contacts/?q=PartyId=3000000nnnnnn) takes less than 4 seconds.

It's only SOAP that is timing out.
