FAs are failing due to the fact that Local Optimization is being disabled after an error occurs in SOA.  Previously, SOA team suggested to apply patch 27107280 and Patch "18717361:
PARAMETER LOCAL.OPTIMIZATION.FORCE=TRUE IGNORED AFTER TEMPORARY FAIL" bu the issue remains.

composite.xml has got the oracle.soa.local.optimization.force property set to true: "<property name="oracle.soa.local.optimization.force">true</property>"

With this property and patches in place, still local optimizer is being disabled.  According to the product design this property has to be enabled all the time, no matter what kind of error happens.  But SOA reports:
