Using AD as IdP with IDCS for Accessing Oracle APPs, Login - Logout - Login Again Fails with IDCS Error (Doc ID 2535727.1)

Symptoms

On : NA version, Custom Application Integration

Having Microsoft Azure as an Identity Provider configured in IDCS, which the majority of the customer's users base authenticates to when accessing EBS, OBI, HCM.

Users are encountering an IDCS error with this scenario :
Azure IDP - Login, Logout, Login = IDCS error  and here is the steps:
1. Access App URL
2. Sign in to Azure
3. Access App
4. Logout of App
5. Hit Microsoft Logoff confirmation page
6. Access App URL again
7. Sign in to Azure
8. Hit IDCS problem with your account error
