OAC/OAC-C : Reports Shows Incorrect Timezone in Oracle Analytics Cloud

Analytics not showing the correct time stamp. Example, if the Datacenter is present in PST time zone and customer is in PST time. It is expected to be the analytics (managed sessions query timestamp) should show in PST zone.
Log in to dv/ui URL in OAC. Now on the top Left-hand side click on horizontal bars and choose console - Service Administration - Configure System settings. For parameters "Default Data Offset Time Zone " and Default User Preferred Time Zone " the format used was: "GMT - 8:00". This is the wrong format and system will not show the changes if wrong values are used.
