On : NA version, Managing Service Instances
After attempted to link IDCS accounts with Wrecker as stated in the doc below, it fails with an error.

Here is the error message when customer logs into cloud account:

Cloud account ACCOUNT_NAME has not been initialized to use Oracle cloud identity service with Wercker.
Please contact your cloud account administrator
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Follow the doc below to link IDCS accounts with Wrecker.
Doc: https://devcenter.wercker.com/introductions/create-account/#create-a-wercker-account-through-oracle-cloud
2. logs into the cloud account
3. Getting the following error:
Cloud account ACCOUNT_NAME has not been initialized to use Oracle cloud identity service with Wercker. Please contact your cloud account administrator

Due to this issue, users cannot use Cloud after linked to Wrecker.
