On : 11.13.19.01.0 version, Financial Reporting and Analysis

ACTUAL BEHAVIOR
---------------
The same account group is showing different balances for 2018 when changing from Year to Period. For Year balance shows 0, for period Apr-18 balance shows balances for accounts 10xxx: 60,133,257.33 and 20xxx: 7,307,181.18

EXPECTED BEHAVIOR
-----------------------
The balances show, should match. If there are period balances f.e. Apt-18 the Year balances should also show the balance in it

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define an Account group as below:
Account Monitor: YTD Assets
Time Option: Year
Comparison Option : Prior year YTD
Access: Private
Display in: Account Monitor

For certain accounts:
2. Go to Account Monitor and show the Year balances for 2018 and it shows 0, 2017 shows balances.
3. Go to Account Monitor and show the Period balances and it shows for period Apr-18 balance for certain accounts.

The calendar is set with 12 Month and 12 Adjustment Periods April to March, therefore March 2019 is the last month in FY 2018.
