Succession Super User Role Error On Delivered Report

Goal
Release 18B provided the ability to configure the “Succession Super User” security role. (https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/r13-2018-talent-mgmt-wn.htm#F3051)
The customer has followed the steps in the security guide to create the Succession Super User security role ( https://docs.oracle.com/en/cloud/saas/applications-common/18c/ochus/securing-access-to-succession-plans-incumbents-and-candidates.html#OCHUS2975617).
The followed the steps to give them access to report on all plans in OTBI.
We have also given the Super User role the two duties needed to see data in the Succession subject area:
1. Succession Management Transaction Analysis Duty - FBI_SUCCESSION_MANAGEMENT_TRANSACTION_ANALYSIS_DUTY
2. Succession Management Transaction Analysis - ORA_FBI_SUCCESSION_MANAGEMENT_TRANSACTION_ANALYSIS_DUTY_HCM
The security role works as expected in the application (the user can see all succession plans without being named an owner). However, the user receives an error when running the delivered report “Succession Plans KPI”
When they navigate to BI and open the Succession Plans KPI (delivered report), they see an error:
"No Results - The specified criteria didn't result in any data. This is often caused by applying filters and/or selection steps that are too restrictive or that contain incorrect values. Please check your analysis filters and selection steps, and try again. The filters or selection steps currently being applied are shown below.
Filters - Line Manager Plan Candidates Real Time Filter"
The error also occurs if they select Plan Name = “All Column Values”.
The report navigation path is:
/shared/Human Capital Management/Career/Performance/Transactional Analysis Samples > Succession Plan KPI
