On : NA version, Cloud: P6 Web Services

ACTUAL BEHAVIOR
---------------
Web Services initiated schedule jobs stuck in "Running" status and all other schedule jobs stuck in "pending".

EXPECTED BEHAVIOR
-----------------------
Schedule jobs should not stuck in "Running".


BUSINESS IMPACT
-----------------------
The issue has the following business impact: Due to this issue, job service could not process any "schedule" jobs.
