How To make packing slip report scheduled process firing automatically (Doc ID 2536292.1)

Goal

 
On 11.13.19.01.0, find that Shipping Documents have stopped scheduling automatically for Contingent Workers.

Currently there is an issue that seems to be specific to contingent workers in Warehouses.
With the upgrade to release 13, packing slip report scheduled process stopped firing automatically.
Contingent workers are still not able to see the Print Packing Slip Report scheduled process firing automatically after Ship Confirming an order.
It works to schedule the process manually with success.

The issue can be reproduced at will with the following steps:
1. Ship Confirming an order
2. check Print Packing Slip Report scheduled process this has not fired automatically.

So it's firing automatically for permanent employees and not contingent workers.
Due to this issue, contingent workers cannot complete shipping documents.
Expected Behavior: Users expected the Process to fire for all Employees and Contingent workers without discrimination.

Q: Is there a reason why this process is firing for one group of users - but not the others?
