Resource Allocation Not Imported Correctly (Doc ID 2536378.1)

Resource allocation not imported correctly.

When the activity resource assignment is imported with an Excel spreadsheet, the allocation is changed (recalculated) from that which is defined in the spreadsheet.
This occurs when more than one resource is assigned for the activity.
The result is that the planned work units per resource is different to that specified in the upload spreadsheet.

The Expected behavior is that the values in the activity and its resource assignment should be the same as the values in the upload spreadsheet after the spreadsheet import has successfully been completed.

The issue can be reproduced at will with the following steps:

Step 1 - Navigate to the Schedule App -> Activities
Step 2 - Download the import template with data
Step 3 - Populate the Activities sheet with a new activity to be added and populate the Assignments sheet with more than one resource assignment for the new activity. Set the Activity Type to Activity Dependent and the Duration Type to Fixed Duration & Units. Specify the activity planned/remaining/at completion duration and labor units. Specify the resource units per time, planned/remaining units and planned/remaining duration as well as the units at completion.
Step 4 - Import the spreadsheet.
Step 5 - The activity duration and the labor units differs from the value in the imported spreadsheet. The resource assignments differs from the values in the import spreadsheet.

The issue has the following business impact:
Due to this issue, users cannot start to process the projects as the projects have not been completely migrated.
The workaround is to first import the activity creation and a single resource assignment and then in a second import do it for the updated values of the activity and the second resource assignment added to the first. The values then correspond to the values in the import spreadsheets.
