STEPS

The issue can be reproduced at will with the following steps:
1. Using Postman execute a web service call
https://xxxxxx.fa.us2.oraclecloud.com/crmRestApi/resources/latest/accounts/1111111
2. Web service takes around 30s to respond

Numerous complaints from users that Outlook plugin syncs are failing and its affecting business users from getting their outlook sync activities completed as well as overall user experience.
