Unable to find 'Use REST Services - Employees' security policy which is required for Oracle Fusion HCM REST APIs (Doc ID 2536505.1)

Symptoms

Pod 11.13.19.01.0 version, Data Load

When attempting to access employee data via Oracle Fusion HCM REST API, the response returns the following error

ERROR
-----------------------
401 Unauthorized

Did determine that user is referencing custom HCM or Human Capital Management Integration Specialist Role, but the role is missing the required 'Use Rest Service - Employee' security policy. However, when attempting to add this policy during edit or role, searching for this role does not appear in the choice list. Confirmed that another pod in same account does have this security policy in place.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to access employee data via Oracle Fusion HCM REST API
2. Encounter error message
3. Determine that custom HCM Integration Specialist Role is missing the required 'Use Rest Service - Employee' security policy
4. In Security Console--when editing the custom role, unable to find the 'Use Rest Service - Employee' security policy after clicking on Add Functional Security Policy
5. Confirmed that another pod has this security policy present on custom HCM Integration Specialist Role
