Scheduled User Sync Is Not Updating User Information from Oracle B2B Service into IDCS for Digital Customer Service (Doc ID 2536572.1)

Symptoms

It is possible that user synchronization may not occur from Oracle B2B Service user identity to Identity Cloud Service (IDCS) user identity. User synchronization should work from Oracle B2B Service identity to Identity Cloud Service (IDCS) after completing in Chapter 3- Mandatory Setup Tasks in the ODCS documentation.

The issue can be reproduced with the following steps:
1. Login Digital Customer Service Application as a User (Customer)
2. Create a new SR and submit.
3. The SR will fail to submit and you will receive an error message or the SR will not be visible in Oracle Fusion CX B2B Service
