On : 11.13.19.01.0 version, Performance
When attempting to create expense report,
the following error occurs.

You must provide a value for Attribute Person ID
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator - Expenses
2. Create Expense Report
3. Input purpose, save- and they have the error
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create expense report without adding the expense item before saving.
