OAC-Essbase: Federated Users Unable to Login to OAC-Essbase Utilities. (Doc ID 2536917.1)

Symptoms

When a federated user tries to login using either MaxL or the Command Line Interface (CLI) utility, the login fails with the error:

esscs login error:
Either you have entered an invalid login credentials or you are not authorized to access Oracle Analytics Cloud - Essbase instance, contact administrator

MaxL Error:
Authentication failed for user <USERID>. User has not been assigned an IDCS role. Contact your service administrator.
Error: 1051293: Login fails due to invalid login credentials

Error in security.log:
Authentication failure: The specified user failed to log in: javax.security.auth.login.AccountException: IDCS verify user query with user name attribute [] failed!

IDCS Native user in the same group with same privilege are able to login successfully.
