Primavera Analytics ODI Load Plans Failing with Error "ORA-12850: Cloud Not Allocate Slaves on All Specified Instance: 2 Needed, 1 Allocated" (Doc ID 2537003.1)

Symptoms

ODI Load Plan fails and the underlying error in the ODI logs shows something like the following,

ERROR

ODI-1217: Session LOOP_REALTIME_P6_GLOBAL (91663) fails with return code 12850.
ODI-1226: Step Extend Window fails after 1 attempt(s).
ODI-1229: An error occurred while performing a Journal operation on model code PRIMAVERA_ANALYTICS_P6_GLOBAL.
ODI-1228: Task Journalizing-PRIMAVERA_ANALYTICS_P6_GLOBAL-Store Current Date fails on the target connection PRIMAVERA_ANALYTICS_SRC_DS1.
Caused By: java.sql.SQLException: ORA-12850: Could not allocate slaves on all specified instances: 2 needed, 1 allocated
