Admin User With IT Security Role Is Unable To Search Or Update Any Users Using Manage Users (Doc ID 2537139.1)

Symptoms

User ( Grant ) has IT Security role but he is not able to search for any users (eg. Mike) in Manage Users.  Mike is a valid participant and user.

STEPS
1. Assign role "IT Security" to user in Security Console
2. User search for a specific user via the following navigation and no rows return :
    Setup and Maintenance > Setup : Incentive Compensation > Task : Manage Users
    OR
    My Team > Users and Roles
