IDCS-EBS SSO fails with the error - "Server Authentication Required But WWW-Authenticate Header Is Null" (Doc ID 2537565.1)

Symptoms

Receive HTTP 500 error when accessing EBS url after integrating EBS with IDCS using EBS asserter .

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup the EBS-IDCS integration for SSO as per oracle documentation https://www.oracle.com/webfolder/technetwork/tutorials/obe/cloud/idcs/ebs_asserter_obe/ebs-asserter.html

2. Test the integration as per the doc

3. receive HTTP 500 error in the browser after entering the userid/password.

4. logs show the error as - "Server authentication required but WWW-Authenticate header is null"
