CC Panel is Misisng from the Workflow Panel

When sending a Business Process (BP) record to next step, the workflow panel does not show the CC section. The project workflow setup has the option Allow CC set to yes, the Allows Add CC set to yes, and a group is selected under the Allows Add CC option.
STEPS TO REPRODUCE:
- Navigate to project > affected BP > Open existing record and if necessary accept task
- Fill out required information, click on send
- Notice that the CC section is not showing.
