Activating An Integration Fails With Error Due to Missing Schema Element "XML parsing failed because "IllegalStateException: XML element" (Doc ID 2537910.1)

Symptoms

On : 18.2.5 version, Integration UI/API

While activating a scheduled integration which has SOAP Connection it results in error

Error while loading process.
The process domain is encountering the following errors while loading the process "BSS_ORGANIZATI_MGMT" (composite "<partition/Compositename>"): Error while creating process.
error while attempting to instantiate the class for the process "oracleinternalics/BSS_ORGANIZATI_MGMT!<partition/Compositename>" (revision "BSS_ORGANIZATI_MGMT"); the exception reported was: BPEL 1.1 compilation failed: BSS_ORGANIZATI_MGMT(line 0): XML parsing failed because "IllegalStateException: XML element "{http://xmlns.oracle.com/types/CreateArea/OutboundSOAPRequestDocument}OutboundSOAPRequestDocument" of variable "ics_api_internal_variable" is not defined", Suggested Fix : n/a
