Goal

Unable to create SOA OCI instance using IDC federated account and auth token for the Storage configuration. When tried instead using an OCI internal account, it succeeded. Both the IDCS federated account and OCI internal account were in same OCI group so only substantial difference appears to be IDCS vs. internal.

Want to use federated account for storage configuration. Is this possible? If not, is this constraint documented?
