Employees Stuck In Approval Process (Doc ID 2538344.1)

When attempting to change the manager for a couple of users,
the transaction gets stuck even though the user who submitted it receives an email notification saying the transaction has completed successfully. We can see the below error message in the transaction log files.

You must enter a valid value for the GradeId field.

The issue can be reproduced at will with the following steps:
1. Person Management > Search for person number xxxx
2. Edit > Update > Manager Change > Submit
3. Transaction shows as "In Progress" > Verify the edit button is grayed out for person number xxxxx
