Export Accounting Transaction Program Did Not Spawned And Create Accounting Program Errored Out (Doc ID 2538352.1)

Symptoms

On : 11.13.19.01.0 version, Functional Setup Manager

When attempting to Export Accounting Transaction Program did not spawned from Create Accounting Data Set and due to this Create Accounting program Error out
the following error occurs.

ERROR

Request Details: 6638(Error)
Request processing resulted in error with the below message.

ERROR:ESS-01714 Database job for request 6638 ended with business error: SQL execution error. JobName: "FUSION_RUNTIME"."ESS1$JB_6638" --- SQL Execution Error --- ErrorCode: 20922 ErrorMsg: [ORA-20922: Request 6638 exited with BUSINESS ERROR: : The Create Accounting process ended with a status of Error because one of its child processes failed. Review the Create Accounting process execution report with process identifier 6654 for the events processed and journal entries created.] --- SQL Error D
The request has completed and is in a terminal state.
The job request failed due to Business error.

The issue can be reproduced at will with the following steps:
1. Create a create accounting data Set
2. Run Export Accounting Transaction Program
3. Create accounting program completed in error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot continue with implementing their productions as this critical process to effecting go live
