How to Check Why Workspaces Cannot be Enabled / Why Process Returns Error 'Elastic search has not been enabled' (Doc ID 2538494.1)

Goal

On : 11.13.18.10.0 version, Accounts, Contacts, Households

Cannot enable workspaces.
How to resolve below issues and enable the workspaces mentioned?
Trying to enable workspaces in dev1 and test. Customer applied for the early adopters program.
From setup and maintenance -> configure workspaces search -> were selected some objects like accounts, contacts, opty, activities and changes were published.

The submitted job "Publish Meta Model Version" is ending in 'ERROR:Elastic search has not been enabled' and no logs are visible in neither environment.
