Symptoms

On : 11.13.19.01.0 version, Learning Specialist

When attempting to load specialization using HDL customer is seeing error
the following error occurs.

ERROR
-----------------------
An error has occurred but no error message reported. Contact support with details of the failed record for further analystis  HRC-1035434

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create Specialization.dat and zip the file to a new folder.
2) My Client group >> data exchange >> right hand task icon >> Import and load objects >> import file and select this Specialization.zip file to load data.
