ActionTypeIndicator Is Not Coming Properly In The Global Payroll Interface (Doc ID 2538694.1)

Goal

We are using the seeded Global Payroll Interface V2 for Uganda legislative group and ran the process in Full and incremental modes.
ActionTypeIndicator value is always coming as O irrespective of the action performed.

Action Indicator:
For the new hires and Terminations also the action indicator value is coming as O but ideally it should come as H for New hire and T for Termination.
Future Termination case: Is the bellow expected behavior of Global Payroll Interface?

Employee X terminated on 02-May-2019(Inactive in the system) in Fusion system.
Ran the Global Payroll interface with process end date as 30th Apr 2019. The employee X future terminations are picked up in the file.

Please help clarify.
