Goal

Employee lived in Hendricks County on 1/1/2019 they moved to Putnam County on 2/15/2019.
Oracle started to deduct Putnam County after the move when for all of 2019 it should deduct based on where they lived on 1/1/2019.

What has to be done to make IN County taxes stay only deducting based on where they live on the 1st of the year as required?
