ACTUAL BEHAVIOR
---------------
When changing yearly working hours for one employee & running the flow Recalculate Payroll for Retroactive Changes, the results from the flow do not show the same emp. person number

EXPECTED BEHAVIOR
-----------------------
Recalculating Payroll for Retroactive Changes should produce employee in question as yearly working hours have changed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Results for Quickpay
  A. Person Number 12345
  B. Process Date: 9-30-18
2. Change working hours from 965 to 985 yearly
3. Manage Event Notifications for person number 12345
  A. No search results within LDG EMG Legislative Data Group
4. Submit Flow: Recalculate Payroll for Retroactive Changes
  A. Process Date 10/1/18
5. Flow status showing green checkmark
6. Results from this flow do not show person number 12345
7. View Retroactive Event Group: Entry Changes for Retro
  A. Effective as of 2/8/19

BUSINESS IMPACT
