Symptoms

After enabling "Enable Administrator Groups" through the General Site Options page, FullAccess users who do not have access to "Commerce and Documents" and "Developer Tools" will not see the tabs and the functionalities on the tabs in the Rich Text Editor when editing the content of the attribute.
