Simplified Lead Assignment Not Assigning Correctly (Doc ID 2539580.1)

Lead is created with a new Account and new Contact associated. The Lead has a primary product and Contact Address of Greece. When assignment runs it's assigning all Lead Territories. Screenshots of Lead, Territories, Mapping Set Details and Diagnostic Log is attached. Diagnostic Log shows that the Geo element is translating to more than just Greece, which is then matching to all Lead Territories:

Function Code=Geo,Translated values=(300000000273907,Greece),(300000046888955,South East Europe),(300000032206222,Europe),(300000001890844),(ANY)

We have also tried the configuration for Leads not associated with a Contact/Account but this also did not yield the correct assignment results.
