Symptoms
When attempting to access EPBCS, the following error occurs.
ERROR
"The application content must be updated. The update has not yet started because the application backup is not complete. Click Refresh Status to see when the update is complete. Until then, the application is unavailable for use. If you continue to see the issue, please open a Service Request."

The issue can be reproduced at will with the following steps:
1. Log into EPBCS and get message above.
