Not Able to Edit or Add The "Ship To Country, Invoice To Country, Customer Country" Field in JET UI (Doc ID 2539925.1)

Symptoms

The "Country" Type attributes from the "Bill To", "Ship To", "Address" attribute sets are displayed as menus in JET, even if the "Admin->Countries and States" option is set to "Text".

Since JET will display these attributes as a Drop-Down Menu, they are not editable, because there is no predefined menu entries.

Steps to Reproduce:
1. Go to Admin
2. Click "Countries and States" ( in the "General" box)
3. Select "Text"
4. Click Apply
5. Deploy Commerce
6. Open a Quote in JET UI and observe the Country type attributes
