OTM Performance Issue With Rate Inquiry

Symptoms
If a rate query is executed via Contract and Rate Management > Ask Oracle > Rate Inquiry it takes between 20-30 seconds to return a rate only if a Contact (i.e. Customer) is specified as an additional constraint.
If no Contact is specified, the rate query comes back in 2-3 seconds.
The issue can be reproduced at will with the following steps:
1. Access Contract and Rate Management > Ask Oracle > Rate Inquiry
2. Input a Contact as constraint
The results are shown in 20-30 seconds.
