User exported out the credit rules and import into the same instance for the next financial year date range.
The Import Credit Rules process error out after 52 minutes without much details in the log.

The issue can be reproduced at will with the following steps:
1. Export out Direct Credit Rules Hierarchy
Navigator > Participant Assignments > Manage Direct Credit Rules > select the hierarchy > Export
... generated XML size 37MB
2. Import into the same business unit
Navigator > Participant Assignments > Manage Rule Import Processes > Create
Prefix = 520
Start Date = 3/30/19
End Date = 3/27/20
