Generate Inventory History Extract scheduled job fails if Username is blank

We have setup a scheduled job to generate inventory history extract for all adjustments done in the WMS based on activity codes and post to web services.

There is multiple Activity codes configured but the issue in Scheduled jobs if we don't populate "Username" there is no xml file that is generated.

But when Username is populated then it generates the file for activities that user perform.

The issue then is the warehouse has over 80 people and any of them can perform adjustments and the manual notes that if this "Username" field is left blank system will generate files for all the users as per configured activity codes. Below is the extract from the manual:
" Username = If given, any activity performed by that user will generate IHT, if left blank will generate for any user who performs the activity"
If I put my username system generates and interfaces the files to web services but if left blank no file is generated.
