Symptoms

Requisition Approval Error - when using Approval group as approvers

Steps to replicate
1. Create a Requisition using requester/user that was not included on the Approval group to be use
2. Submit Requisition
3. Log in as one of the Approver included on the approval group
4. Approved the Requisition
5. Error box with message of "An Error occured. Contact your help desk (FND-2) " displayed

If we tried to create a Requisition by using one of the approver included on the approval group no error was encountered.
Issue only started after 19B upgrade
