Remove Public Conversations from the OSN Daily Digest (Doc ID 2542138.1)

Goal

When users create a public conversation (versus a members-only conversation), by default up to 100 new conversations are included in the daily digest email sent by Oracle Social Network (OSN). Any user who has opted in to receiving the daily digest receives information on the new public conversation.

The goal is to prevent users from being able to send automatic emails (via daily digest) to the whole OSN community while still allowing the daily digest for members-only conversations.
